software inventory not running on many machines

We have a bunch of machines that have not run any software inventory in the past 90 days.  On many of these machines I've discovered that there is no InventoryAgent.log file.  All show as Non-clients yet the ClientLocation.log, ClientIDManagerStartup.log, StatusAgent.log and LocationServices.log have been written too today.   If your machine is a Non-client how is the ClientLocation & LocationServices.log still being updated with correct information?

I've tried to push the client to these machines and they never install.  They remain as Non-clients.  

Is there a check-list of steps to try for this type of issue?
